How to set max vol on 4900

I would like to lock my stb volume to max and be able to just use the tv volume  for audio level.  I was reading on another forum that this is possible thru Buzz utilities, I have not been able to find any way to

force max vol on my 4900 in Buzz utilities.  it is running the latest FW update.   Any help for this?

This is only available on Android 11 models

The 4900 uses Android 9

Also checked both of my 4900, and it's not there (at least not on the latest public firmware)

I must have tested a file for another setting and this was included
