There is nothing to sync.  Fresh batteries, and point the remote to the box and it should work.  IR is line of sight.

When you press buttons, do you see the LED light up ?   If you can't power up your box, try just unplugging and plugging it back it to power it on, and see if the remote responds for anything else (other than power).

I think they want to set up a device to be controlled(learning mode)

Bluetooth has nothing to do with this remote (as explained above).

Keep in mind that the IR100 only has 2 programmable buttons.  TV Power, and Source (on the top left) which are surrounded by a white rectangle.

Are you using the TV Power, or the STB Power in the sequence you tried ?
