X5 128 AX Special Edition Not turning on to record

I have the X5 128 AX  Special Edition, and after the recent firmware download it does not turn on to record schedule recordings.

After trying to figure out why the X5 special edition was not turning on the schedule recording, I went into the CEC main menu and found that after the recent firmware download the CEC section was set to on. After turning off the CEC the box automatically turned on and started to record the schedule recording.

Where is this CEC setting? How do I get to it?
