IF they asked you to sent it in for repairs, did you ?

Have you tried with another service, to ensure it is not your service ?  I assume you tested using an ethernet cable (and not WiFi only) ?  Have you tried using a VPN to ensure it is not your ISP that is throttling IPTV ?
