I am blocked from some wesites by google even though I have given permission for Google to download. I wnt to download "downloader" but not from Googlre Play store'

When  go yo the Troypoint web =sit to download an app I am notified by Google that I am not permitted to reach that site. Is there a way around that. Troypoint has some good and safe apps.
