What is the 3m protective for in the u5 kit

I fixed issue your tech person told me to make sure hdmi cec switched on and found my tv was off and turned it on and works great now

When I click on smart remote app to pair tv the top of screen is stuck on remote connecting and when I click on auto setup it says stb waits fortv code info and nothing happens then when I pair using method 2 it works my sound but unable to turn stb power off this works when unpaired right now using tv remote for sound and power and x5 remote for stb power and channels,even tried reset box and remote to factory couple times ?I've used nvidia and mecool and never had this issue
