Ver 2, What ver should it be?

Please help, I have an XPL 3000 that will not update, I tried resetting it back to factory, I setup network but still does not update ever. BuzzTV XPL 3000 Android security patch stuck on Aug 1 2016 ver Android 6.0.1 build V001s901_20190314 Kernl Ver 3.14.29 I'm up in Canada is this blocking me ? also is there a place i can download the files onto USB stick that is safe, so i can try this method. thank you
