Yes I've tried all buttons, up, side,side, and okay. Would a server be completely without cc?

Hello, New user to the buzztv4000 model. I've enabled on display closed caption on the main settings menu however whenever I try to 'turn on' closed captions via the menu that pops up on either livetv/vod the captions are automatically disabled and are unable to be enabled. I've tried googling this issue and nothing seems to be helping. This happens on every single thing I try to watch. Am I doing something wrong? Thanks in advance
